The Playbook

A Proven Framework to Turn Shared Ambition into Visible Results

Behind every stalled civic project are the same four gaps: people don’t trust government or institutions; there is no meaningful way to participate before decisions are already made; work occurs in silos; and projects fail to get delivered as promised, so momentum never has a chance to build. City Thread’s Playbook was built to close those gaps, in any community, regardless of size, geography, or politics.

Plans must become projects, decisions must lead to action, and promises must be kept. The Playbook helps communities create the coordination, accountability, and momentum necessary to move from plan to project, from intention to implementation. These tools are applied differently in every community based on what already exists, what is getting in the way, and what is needed to make progress.

How It Works

The Playbook creates the conditions for broad support, clearer decision-making, and faster implementation.

Implementing the Playbook means coordinating multiple activities at the same time, each addressing a different condition necessary for a community to make progress. Their successful coordination and completion are what help communities accelerate the pace of change.

The Playbook organizes the work into four steps:

  • Step 1

    Establish a Shared Goal

Define an ambitious, tangible project that gives partners something clear to work toward together.

  • Step 2

    Align Partnerships

Bring together the people and institutions whose participation, expertise, authority, relationships, and resources are needed to achieve the goal.

  • Step 3

    Resource Local Champions

Equip the partners carrying the work forward with the support they need to succeed.

  • Step 4

    Build at Scale, Quickly

Turn shared goals, partnerships, and available resources into visible results.

Rather than prescribing a single solution, the Playbook provides a structure for partners to organize their work. It combines strategies for goal setting, coalition building, audience research, community engagement, interest-based negotiation, change management, governance, fund development, and project delivery.

The result is a stronger path from planning to action: shared goals people can mobilize around, partnerships that can carry work forward, and the funding, messaging, and local leadership needed to get projects completed.

Proven Results

City Thread’s Playbook helps communities strengthen the relationships, processes, and resources needed to work together and deliver visible results.

  • People gathered around the fountain and flower beds on the Bentonville town square

    30 miles

From 2022 to 2025, the city built trails and mobility infrastructure at 15 times its historic pace.

  • Stone County residents reading project boards at a community event in a gym

    38 projects

    STONE COUNTY, MISSOURI

Residents built a community action plan, and mini-grants have already put $36,000 into 17 local projects.

  • Colorado Outdoors Strategy partners standing together outdoors in front of pine trees

    25+ partners

    COLORADO PARKS AND WILDLIFE

City Thread is facilitating a statewide strategy that unites conservation, recreation, and climate resilience.
