The Playbook

Connecting Communities Through a Proven Framework for Place-Based Solutions

Whether you are scaling equitable initiatives, advocating for sustainability, conserving public spaces, or building safer streets, the biggest roadblock isn’t the people—it’s the process. Fragmented trust and bureaucratic silos stall vital projects for years.

The Playbook helps us overcome the barriers that slow progress and cut through institutional delays. By uniting  local government, philanthropy, and community leaders around a shared vision, we deliver results that work for everyone in months—not decades.

What is the Playbook?

Our playbook is a roadmap to achieve bold community goals in your city in 24 to 36 months.

We work alongside local governments and community partners to overcome the obstacles that often slow projects down. And we help communities deliver results in just a few years instead of decades.

We do this by implementing the City Thread Playbook. The Playbook is a proven model to build alignment, earn trust, and turn shared goals into measurable action. Its strategies and guidance have helped cities and organizations across the country move ideas into action.

The Playbook is not about creating more work. It’s not about imposing outside ideas or preferences. It’s about helping communities bring their existing plans to life.

The Playbook helps people work better together so they can build infrastructure, launch projects, strengthen partnerships, and advance plans more effectively and efficiently. Our strategies are participatory governance, shared-goal setting, coalition building, audience research, polling, interest-based negotiation, change management, and fund development.

By using the City Thread Playbook, cities, government agencies, non-profits, and community groups can build strong partnerships, deliver projects more quickly, secure resources more sustainably, and mobilize people to take action together.

We find the way forward:

  • Assess Project Readiness: Host on-site visits with city staff and community stakeholders to capture local insights and deliver a tailored implementation plan.

  • Build Broad Coalitions: Connect businesses, local officials, community leaders, and anchor institutions to secure lasting public support.

  • Resource Local Champions: Activate public support using strategies guided by audience research and philanthropic partnerships to secure critical funding.

  • Build At Scale, Quickly: Move past planning paralysis and shift straight into rapid project construction and completion.

City Thread's Playbook is a structured approach to accelerating community change through place-based projects. It emphasizes four core strategies:

  • Establishing a shared goal

  • Aligning partners

  • Resourcing partners

  • Moving quickly

Rather than imposing top-down solutions, the Playbook builds coalitions from within communities and supports residents in shaping priorities. It leverages partnerships among municipal staff, elected officials, nonprofits, businesses, and philanthropy to ensure projects are inclusive and sustainable.

We help cities build a brighter future.
